FinCEN notes FATF identifies jurisdictions with AML/CFT deficiencies. On February 26, FinCEN announced that the Financial Action Task Force (FATF) updated its lists of jurisdictions with strategic anti-money laundering (AML), countering the financing of terrorism (CFT), and countering the financing of proliferation of weapons of mass destruction (CPF) deficiencies at the conclusion of its plenary meeting this month best casino apps to win real money. FinCEN informed US financial institutions to consider FATF’s stance toward these jurisdictions when reviewing their obligations and risk-based policies, procedures, and practices. FATF added Laos and Nepal to its list of jurisdictions under increased monitoring and removed the Philippines from that list. Additionally, FATF’s list of high-risk jurisdictions subject to a call for action remains the same (Iran, Democratic People’s Republic of Korea and Burma).

From a technical standpoint, the most important news from the past month was arguably the shift in development priorities by the Ethereum Foundation (EF). There are multiple elements to the changes, but from the standpoint of investing in the Ether (ETH) token, the key change, in our view, was the renewed focus on scaling the Ethereum Layer 1 (i.e., increasing the transaction throughput of the Ethereum mainnet itself). Based on EF comments on social media and elsewhere, the rough expectation seems to be a 3x increase in Layer 1 transactions per second (TPS) each year for several years, with a long-run target of 10,000 TPS (Exhibit 4). Increasing Layer 1 TPS while maintaining a degree of pricing power is the best way to increase transaction fees, reduce token supply, and support the token’s price (for more detail, see Ethereum: The OG Smart Contract Blockchain).

In the short term, the Fed’s slowing of balance sheet reduction coupled with rate cut expectations may drive Bitcoin to maintain an upward trend with fluctuations in April, but caution is needed regarding risks of correction triggered by inflation data exceeding expectations or geopolitical conflicts. In the medium to long term, if the US economy achieves a soft landing (avoiding recession) and inflation is controllable, cryptocurrencies may benefit from improved liquidity; if stagflation risks intensify, market volatility will significantly increase.

Less than 1 percent of customer data was breached, but the attackers demanded a US$20 million ransom—which Coinbase flatly refused to pay. Instead, the company has pledged to fully reimburse affected users and established a US$20 million reward for information leading to the perpetrators’ arrest.

When top-ranked memes attract a burst of new inflows and cross key resistances simultaneously, it often signals the start of a fresh bull cycle. If this narrative holds, the rally could trickle down towards mid-cap altcoins and low-cap memecoins as markets digest the favorable US CPI print, in the coming days.

US Securities and Exchange Commission (SEC) Chair Paul Atkins appeared before lawmakers in one of his first hearings since taking the reins at the financial regulator, addressing questions about his plans for the cryptocurrency industry.

ETFs are an equity-like subset of ETPs. In the context of crypto markets, an ETP would refer to debt securities issued by an entity that owns crypto assets, which are used as collateral backing the value of the ETP shares.

If a cryptocurrency meets the criteria to be an investment contract, the SEC requires it to be registered as an investment. It will therefore come under SEC regulation. If it is offered to institutional investors, it is considered an investment contract and must also be registered.

The cryptocurrency industry, while often the target of regulatory actions by the SEC, is not being sued. The SEC targets cryptocurrency issuers and service providers that may be violating existing securities laws.
